Question slow download speed , but upload and ping are fine

Hi guys,
Since my internet has transferred into vdsl i have a strange problem, my download speed is 2mbps-2.2mbps max even so my isp say i'm getting my full speed 40mbps,
my ping is fine and i get 5 mbps upload speed which is the speed provided by my isp, here's a speed test for my internet:

I've contacted my isp several times but they seem to not know what to do and they can't solve my problem
things i've tried:

• tried another router
• checked my connections
• my isp tried to change my speed many times but down speed remains the same and only up speed change
• i checked for packet lose but there 0% packet lose

these problem only occur on vdsl but on adsl2+ i get 24mbps download as before i change to vdsl
the speed test is the same on all devices on wifi and lan
any idea what's going on or what to do?
