First off, let's take a look at what numbers you're seeing in your speedtest. When they show your speed, is it in "Mbps" or "MBps". There is a difference between capital B and lowercase b. MBps means "Megabytes per second", whereas Mbps means "Megabits per second". One megabyte is equal to eight megabits, so these numbers can and will have different measurements.
By default, Speedtest.net shows speeds in Mbps, which have to be divided by eight to get MBps, which is how most browsers show download speeds when downloading a file.
You say your Speedtest shows 25 up, but how much does it show coming down? If you are trying to look at your download speed, we need to know how much speed down you are getting.
Also it's important to know what speed you are supposed to be getting from your Internet Service Provider, or ISP. If you (or whomever pays for the internet where you live) can get that information, it will help greatly in figuring out if there is an issue.

Right, so assuming you get 25 Mbps down, your download speed in Megabytes should be about 3.125MBps.
If you're only getting 1MBps, there are a number of factors we can look at.
Is anyone else using the internet where you live?
What website are you downloading from?
Can you try download something from a different website and see if the speed is different?
