slow download speed

When downloading something it downloads at 2.4 mb/s on steam. I should be getting 30mb/s. I have tried messing with the advanced adapater settings no luck occasionally when I put it to 100mbps full duplex or half it will give me the 10mb/s download speed but when I put it on 1.0 gigabits it doesnt work. I tried buying a network adapter card and that still didnt fix the issue.

I know I have 30mb/s a second because when I plug my ethernet cable into my laptop it will download at the full speed

I have a realtek pcie gbe family controller currently
