Slow download speeds

My new pc I built 2 days ago gets about 6-8 mbps download speeds. It should get 15. This is the 1st pc i built so this is all new to me. A tech from my cable company came out and installed a new modem. When we ran speedtest ookla it had a very good 7 ping w 15mbps down and 2 up. Now he left Im getting half that and my ping is int the 20-30s. So i did some trouble shooting. When I unplug and plug it in again (ether cable) I get 15mbps. 1 time only, then it goes back down. So i hooked up my old pc and it gets the 15 mbps constantly. Its just my new PC. When I First logged into windows 8.1 2 days ago I had no internet access so I called asus and they said I needed to update the LAN from here http://www.asus.com/us/supportonly/Z97-A/HelpDesk_Download/ i did the ist one I saw. the Turbo LAN V1.05.03. I revisited it and saw the 3rd one was intel so i downloaded that too but its still the same slow download speed.

Ok, so you are using a wired connection. The only things I might think of are either your drivers are bad, or, it's your home's wifi connection. I think this only is a problem if it makes your games laggy. Make sure all drivers are up to date, because there shouldn't be fluctuations in wifi strength with ethernet.

Its killing me because downloading is taking forever. The cable provider came and tested the line, put in a new modem, and it gets 15mbps for a minute then it drops to 4-6 after that. So i can run speedtest once after I just plug ethernet in and get 15mbps for 1 test then its back to 4-6.
