Slow downloads on only 1 computer

I have a home network configured normally on an ISP that is giving 120mbps checked by speedtest.net One of our computers is downloading extremely slowly (maxes out at 1mbps) while the other 2 are downloading fine. We have checked Steam download settings and everything else we can think of network/DNS settings wise but it is still having problems. I feel like there is a setting somewhere that is throttling the download speed for some reason. Please help

Reinstall the network adapter drivers.

Try manually configuring settings versus "Auto".

Have you tried swapping out any ethernet cables with a known working cable.

Are you using any internal ethernet wiring: built-in ethernet wires from a patch panel to a wall jack?

Are you the router administrator?
