slow gameplay, bad recoil and terrible bullet accuracy in ONLINE servers

For years i've been dealing with the problems named in the title. The games I tried are CS 1.6, CSS and CS GO. The gameplay just plays and feels so much better in a LAN server, for a really simple example: when trying to fast scope with the AWP on LAN it's very simple and smooth, the bullet goes just where i aimed at. At any ONLINE servers i can't do it for **** most of the time my scope wont even show up, and the bullet usually flies all over the place (tried this shootout on a wall). But that's the lightest of my problems, though easiest to explain and show it to others if needed. It's like my gameplay experience ONLINE is in some kind of waves, most of the time the problems are there, though from time to time it gets better, my shots actually go where i am aiming at (usually tapping with a deagle at a wall while standing still results in bullets going outside of my large crosshair, lol). It must be a problem with my internet, as i've tried many different things, changing various hardware and software.
Some information: my internet download speed is 90mbps and upload is 38;
Of course i've both wired and wi-fi connections, playing on different computers
THE RATES AND OTHER GAME SETTINGS ARE DEFINETLY NOT THE PROBLEM

You have few options if you think it is really your internet connection. Run constant ping to a common address like 8.8.8.8. What you hope to see is packet loss, that the ISP can likely fix. In most cases it is caused by a issue with the connection to your house.

You can not compare a lan to internet server. It takes time for the data to travel to the server and back. This is a mostly a speed of light thing so its can't be decreased. It can also be that your ISP has a long path to the server because of inefficiencies in their network but again that you can not fix either...unless you are one of the lucky people that has more than fast ISP to choose from.
