Slow graphics and choppy audio

Hi, This is the first time i've started a thread for help. I'm usually pretty good at finding solutions to my PC problems, but this has me completely stumped.

I built my PC several years ago and have upgraded several parts along the way. I should have a pretty good set up, but for some reason I get extremely unreliable performance in games. Some times when I load my PC, the graphics are excellent, clocking just under 170 fps in AC Odyssey or Overwatch. However, other time I get choppy video with crackling audio and my frames wont go above 15. Its driving me insane and its been happening for years. usually it fixes itself if I restart a bunch, but I'd rather be able to fix the problem :(

Specs :

Mother Board : Asus Z97-A
Processor : Intel i5-4690K @3.5 GHz
Ram: 8GB
GPU : EVGA Geforce Gtx1070ti
OS: Windows 10

I've re-installed games, checked HWMonitor, gone through Blizzard Support, disabled everything except bare minimums on my start up menu ... nothing seems to work.

Any thoughts?

oops! PSU is Corsair HX750 , and to be completely honest, I'm not sure about the latest bios. I'll double check.

**Update** I updated the BIOs last night to the latest non beta version, but it didnt help :(
