Slow Hard Drive

Hi, I have done all I know to do, and my HD still runs SLOW. It did not
used to do this. I have updated and run Ad-Aware, cleaned out all
unneccesary files, run defrag, and still it is so slow. HD tach gives
these results:

Random Access 14.1/ms
CPU Utilization 100%
Average Read 4.6 MB/s

Why 100% CPU?

System is AMD Duron 1300+
256 MB RAM
30 GB Maxtor 6E030L0, 18 GB free
Windows XP Home, SP2

Is my only solution a new HD? Or is the problem something else?

You can seriously increase your system performance by doubling your RAM. 256
MB is the MINIMUM for a real-world XP installation. You'll notice a
tremendous difference if you go to 512 MB. (This does not address your
current issue, but I wanted to make you aware of this area for improvement.)

Try running the system manufactures hard drive diagnosis
