Slow HDD - no idea why

Hi community,
I setup my pc to work like a beast, as you can see in my following link:

I am overall quite happy with what my system is doing but i seriously can't get my HDD to work properly.
I did many tests, used Atto disk and ASSD benchmark to confirm speeds, even samsung magician and they all get the same results.

Now, my HDD should be performing at about 200 MB/s read and something like 0.8- 1.0 mb/s random 4k.

I'd be glad if you have a few tips on how to fix that issue.

There is no issue. Your drive is performing as expected, even compared against benchmarks against all the other same drives, it is the same if not a little better.

random 4k read/write is always slower.

Looks like it may have overheated before or is overheating?

Also the spin up time is a pretty weird value.

I would make sure your PSU is strong enough to supply everything with the overclocks. That spinup time and the errors accrued since your first picture worries me.

I have an XFX Pro 650 W 80+ Bronze PSU.

It's a bit older than the rest of my parts, but i never thought it wouldn't be enough, to be honest.

The Shizuku screen was from just 5 minutes ago,
the older benchmark was a month ago.

Edit:
I just remembered that i used HD Tune Pro to short stroke the HDD. It dropped speeds at about 300 GB so i used that as first partition.

Also, i don't really know what SMART is telling me with each line.
