Slow installs on Hard Drive?

I have my OS on a solid state, and it's fine for space.
The problem is, everything I install onto my HARD drive pretty much doesn't start for 15 minutes, and when/if it does start, it pauses at random times.
Copying and pasting from a different drive TO the HARD drive is fine.

Only installing has problems, it's so weird...

It's a seagate barracuda 2tb

IMPORTANT: after some research, I found out it's the system restore point that's slowing down the installs. My computer is being VERY slow at creating system restore points. I just turned off system restore and it installed crysis 2 in 2 minutes. (what would have been about 2 hours)

Does anyone know a fix for slow system restore point creations?
