Slow Internet on Desktop, Fast Internet on Laptop and Phone

Backstory:
We used to have slow 1Mbps internet for a long time. We recently upgraded to 75Mbps. I noticed that my desktop's internet connection is still slow (1-3 Mbps) compared to say a laptop (40-60 Mbps). Both of them connect to the same WiFi and are located in the same area.

I'm on Windows 10 now.

Didn't Work:
I've tried disabling the graphics card to no effect.
I've tried disabling Windows Update and the P2P feature in Windows 10, to no effect.
Closed all background apps that could be eating my bandwidth (like Steam), to no effect.
My desktop's wireless network adapter supports 802.11 b/g/n so I don't think it is the cause.
There doesn't seem to be any background process that limits the network usage of apps.

Other Possible Culprits:
My wireless network adapter only supports 2.4GHz frequency (instead of both 2.4 and 5GHz). I wonder if that is the reason.
I have yet to try using a wired connection but it is hard to do at the moment.

Please advise.

Was going to try downgrading to Windows 8.1 to see if Windows 10 was causing the issue when the new Wireless Network Adapter I ordered arrived.

Rosewill N600UB Wireless Dual Band USB Adapter. It supports 2.4 and 5.0GHz frequency bands. My old one only supports 2.4 GHz. Upon installing the drivers, I immediately noticed an improvement in my network speeds. More so after updating its drivers. I'm still getting lower speeds on my desktop (30-40 Mbps) than my laptop (40-60 Mbps) but it's a big improvement. I would think this is because of the combination of different factors including OS, running background apps, Windows update, etc.
