Slow internet on just one PC? Please help urgently

Hi

My internet is running very slow on just one computer and I can't figure out the problem.

We have virgin media and are supposed to get 200mbps download
On my PC, I'm getting 0.22 download, 0.21 upload and 1124ms ping
On my tablet, and the other devices, I get 16.24mbps download 12.78mbps upload and 21ms ping

My specs are

AMD athlon II x4 640
GA-870A-UD3 mobo
8gb ddr3 ram
Nvidia geforce gtx 750ti
WiFi adapter is a tp link dongle TLWN821N
And since this is a new house, my router will be the latest model from virgin media

I've tried setting up a guest network as suggested by a friend, as apparently new virgin routers don't get along with dongles
No luck

I've tried Powerline plugs no success

So im really stuck. Please help

PS, please don't go too techy on me. I'm good with simpletons terms.

This is a weird one. The only thing I can think of is the modem being faulty. Better have it checked.

the pc is connect wired or wireless if wired try another port also could you have acces to the router settings si nce some of them need to have the mac address of the wireless device to connect to the net .
