Slow internet on LAN even after formating PC.

One PC in the LAN is running very slow internet while I have formated it two times. The other PC on the same network is giving about 6-7Mbps while that PC's net is giving only 0.5Mbps of average download speed. I have changed the Hardisk also but the problem is not resolved. Kindly suggest the problem please.
