First at the network tray icon, right mouse and troubleshoot
I think there is a hardware bottleneck
Run the following commands elevated one by one
sfc /scannow
dism /online /cleanup-image /scanhealth
dism /online /cleanup-image /restorehealth

If that still with no avail try resetting network parameters
Elevated CMD (admin)
ipconfig /flushdns
ipconfig /release
ipconfig /renew

Then execute the following commands

netsh winsock reset catalog
netsh int ip reset reset.log
Reboot
 
It appears he has a a tplink repeater in the path and when he says he is using ethernet he means he plugged it into the repeater rather than the main router.

This appears the repeater is getting poor signal from the main router.

What speed test numbers do you get if you turn off the repeater and use wifi to directly connect to the router.

This is likely a case of improper placement of the repeater. The repeater does not go in the remote room where the signals is already bad it must go where there is strong signal from the router and still be able to send the signal to the remote room. if there were no wall/ceiling etc it would go 1/2 way between but in a real house it is trial and error to get proper placement

Per the "ipconfig/all" results added to Post #1

- Disable IPv6

- Increase the router lease time from 24 hours to a least a week (168 hours) - technically should not make a difference but short lease times can be problematic.

- Not sure about all those DNS servers: most IPv6. Change the DNS servers to Google at 8.8.8.8 and 8.8.4.4. No other DNS servers.
