Slow internet Speeds due to modem?

So the situation is that I have recently received an amazing deal to get a 100/5 meg internet service.
Sounded great! However, as I am sure most are already guessing where this thread is headed, I am only averaging about 13 megs down and 2 up. My ISP has recommended I buy a new modem from them but I feel like they are just trying to get me to spend more money on hardware that I do not need. My question is could my modem really be the bottleneck preventing me from getting higher speeds? I don't really need 100 megs tbh but at the current moment I cannot even stream netflix without getting huge amounts of lag on other devices. It seems like the connection can only handle one thing at a time.
 
Well the lag is usually on the ethernet side while the netflix is being streamed from WiFi. Here is a result while Netflix is not being viewed, but still slower than it should be.

Even still I feel like 20+Mbps is way more than enough to stream Netflix while also playing games or streaming on another device. Just not really sure why it has this big of an impact on my connection.
 
If you do a lot of streaming, ISP's can and will throttle your speeds down. I'm not saying this is what is happening here, but keep that in mind. Also, no matter the speed of your ISP's connection, your router still has limitations. What router are you using? Have you tried a wired connection versus the wifi?
