Slow Internet, spinning circle

Anytime I use the internet I get the spinning circle for several seconds to a minute.
I have a 60mg cable modem. Seems with a fast computer and fast internet, loading of sites should be fast as well. I know a site can have to much traffic and be slow, but this happens on every site.

I have a home built computer Z170-AR with 16GB Crucial Memory on a I7-6700K chip and a V-Nand SSD 950 Pro M.2. Doesn't matter if I use Chrome, Internet Explore or Edge.

Any ideas?

It's most likely your firewall. Try to go into Safe Mode with Networking and run the test about 5 times, same with the ping.
Well, go to speedof.me and run a speed test. If the numbers are low, restart in Safe Mode with Networking and run the same test. If the numbers are high, then it's a software problem in Windows.

However, if the number is still low, then it could be your ISP. Verify with your ISP that you are getting 60mb worth of Internet.

also Click Start and type cmd, then press enter. Then type ping 8.8.8.8 what is the average time?
 
My avg time on the PING test was 22ms, range 14ms to 31 ms.
Speed test shows 59.42 down and 3.63 up.

But when I say go to yahoo, it hits yahoo fast, then the spin deal starts until it is loaded.



 
Today when I reran the speedof.me test I still get 60.30 Mbps and 3.43 Mbps up.
HOwever, when I did the ping 8.8.8.8 test I got request time out, request timed out, reply 14 ms ttl =56 and reply from 8.8.8.8 buters =32 time 14ms ttl = 56.
Ping stats showed sent = 4 received =2 and lost =2.

That didn't sound good. Any ideas?
