Slow laggy PC, but very high spec. Why!

Hi, Please help me 🙁

My PC is laggy. While scrolling down the pages.

While playing a game it's super smooth with no lag like Rainbow Six Siege.

But inside the game when trying to choose between operators it's laggy, the mouse movement is smooth, but when you choose an operator it takes between 200 milliseconds to an entire 1 second. Also, when writing in-game chat the text appear late. It doesn't happen always but sometimes.

Yet, playing the game itself, i do not notice any lag. Smooth gaming. The issue in the settings menu between matches.

When opening new tab in chrome, scrolling, and such. It's so noticeably laggy.

Before an hour it's been laggy, but now it's almost gone. Yesterday it was laggy. It comes and goes. Not sure what's happening..

While in game the CPU usage is 75-85%. GPU is 99%

Without gaming CPU usage is 0~3%. RAM 14%.

PC Spec:
i7 4770K
32Gb DDR3 Ram
Crucial MX300 525GB SSD with Windows 10 Pro on this drive
OCZ Vertex 4 256GB SSD
Seagate 3TB HDD
ASUS Z97 deluxe/3.1
Corsair H80 V2 cooling
Gigabyte GTX 1080 Windforce OC
Corsair AX 1200W

the solution that once worked for me is to disassemble the whole pc, clean all the parts with alchool and reassemble, make sure all screws are tight. switch the order of how the ram sticks are put, switch the ssd and hdd slots, and especially the cpu clean it with alchool as much as you can, and put back in, switch the ssd out or install on the hdd, normal ssds have speeds at least 500mbs, but yours is a bit too slow tobe healthy, if you can, dissassemble the ssd, clean and put back together. pls reply to lintongprohacks@gmail.com if it helps. make sure the cd or usb u use to install win 10 pro is not corrupt. reflash the bios if it still does not help. try to install ubuntu linux. if its still slow, i cant help you anymore
It could be your internet speed and ping.

Looking up your issue, I see that it's common to have the laggy operator screen when your FPS is much higher than your monitor's refresh rate, which makes sense with your specs. You could try to cap your framerate and see if it makes a difference.
 


The issue is not the internet speed at all.

This is a new PC. My 4 years old mid spec PC doesn't have this issue while it's being used in the same network connection.

Yet, this new built is laggy.

Even while playing a game, when I aim, for split of a second player stops aiming, and then it aims back again. All that while I'm pressing the mouse left button.

Now, while writing this reply, the text is laggy, When I write now, the text appears late. It comes and goes. Now it's normal.

This is driving me crazy.

I am thinking that the SSD is faulty, or windows 10 is consuming CPU. Yet, CPU percentage is normal.

This built is so expensive, and I am very frustrated.
 
It seems that the SSD might be the problem, even though it is a brand new product.

This is the results, please comment on them:

- Sequential Read: 345MB/s - Write: 130MB/s

- 4K Read: 17MB/s - Write: 4.58MB/s

- 4K-64Thrd Read: 122MB/s - Write: 5.71MB/s

- Access Time Read: 0.120ms - Write: 0.920ms

It is plugged in a SATA 3.

My 4 years old SSD blows this by miles. Please guide me, is it faulty or I can change some settings?
 
Hello again.

So, I'm here writing just as a follow up to my issue.

I did the most simple thing, it did not solve my problem fully,

but a big improvement have been made.

which is changing SATA cable, and port.

The sequential reading, and writing speed improved a lot. but the 4k not that much.. Other users got way better results than me..

using Chrome, and surfing the web currently there is no lag, yet.

But in-game menu buttons are very laggy. The game itself is super smooth. But when commanding an order is is laggy to happen like choosing an op, or changing settings from in-game menu.

So, I might install a new OS on my old SSD, and see if the issue is solved.. then.. I need to do an RMA.. or it will be a system setting issue.. will see..
