So I have this Samsung RV510 laptop with 4.00 gb ram 500gb hard drive with celeron(R) dual-core cpu T3500 @ 2.10ghz 2.09 ghz basically it hasn't been used much since bought years ago and now we have a reason to use it was running really slow so I used the system restore to format the laptop but it was still slow so I had it checked they said it could be the ram, hard drive or the software so I got brand new ram for it and it worked good for like 2 days and now it gone back to being slow and not responding when trying to open things. Before I go any further start buying things I was wondering anyone could help me with what I could do before spending money that I probably don't need to spend.

You're basically using one of the lowest end processors. If you try to do too much, or have too many programs open, it will definitely slow down performance. Only way to fix that is buy something with a real processor. Even a Core i3 would be better than a Celeron.
Besides getting something with a better processor, You can try and run hardware tests to see if there are any hardware issues

Test RAM: http://www.memtest86.com/ ( this one takes quite a long time )
Hard Drive Test: http://www.seagate.com/support/downloads/item/seatools-win-master/ ( from seagate but works on any Hard drive )
Processor Test: https://downloadcenter.intel.com/download/19792/Intel-Processor-Diagnostic-Tool
Video / GPU Test: http://www.ozone3d.net/benchmarks/fur/

This would be the first steps in troubleshooting. All the tests are free, but some of them do take some time... let each test complete before starting another one.
