Question Slow laptop when using battery

Laptop went super slow and mouse missing(sometimes flickering) when log in to laptop profile account when using battery. The Processor, hdd and ram works fine just like when i plugged in power supply.
but when sign off(using battery) from the laptop profile account it goes back to normal or when ever the UAC permission window popup.
it works perfectly fine when plugged in the power supply. and it also work perfectly fine before log in into the profile. But when plugged in, then plugged out the problem comes and then plugged in again it goes back to normal but the mouse cursor is missing.
This happen since last week and I still haven't found any solution to it. I also search on the internet and haven't found any similar problem with mine.

I'm using Asus Tuf Gaming Series FX505G-EBQ269T and windows 10 64 bit

Look at the windows power profile.
When running on battery, the default settings will reduce the cpu power and screen brightness to conserve battery.
Plugged in the fault is 100%

already tried that, still didnt solve the problem.

Addtional info: when using windows safe mode, it works perfectly fine when running on battery.

Good clue with safe mode.
Safe mode runs windows with minimal drivers and startup tasks.

Start with disabling startup tasks and see how you do.

i tried disabling all startup tasks and restart my laptop but the problem still there
