Slow loading times?

Everytime I enter a game or something, it seems in the mid of game it loads files from the game too much time and I have FPS drops because of that. I tried to turn off startup programs but it didnt help.
For Example, Im playing Rainbow Six Siege and in the menu and the char selection and I have FPS drops while I hear my HDD making noises which means it loads files.

I still have the issue. Defraging wasnt needed.
