Slow Overall Performance on New Build

Hey Everyone, 
I just finished my build last night and I seem to be getting slow overall speed. For example, it takes me around 3 minutes just to extract the .zip file of the RealtekAudio Sound driver from asus (500MB File). I ran Overwatch and I was getting around 70-90 Fps with a 1080Ti on Ultra. My 1070 on my old build easily did 100+ on ultra. I tried reinstalling windows and no luck. Bios is updated and so are the chipset drivers from ASUS. Hope someone can help. I attached images of the passmark test I ran comparing it to basically the same build.

I did a test with Prime95 for about 30 minutes and temps didn't get above 45. I played around 4 hours of overwatch last night and my max temp was at 60. My PSU is only 650 watts but that should be enough to power the GPU and CPU Combo. Only thing I can think of is something is not set right in bios but I have no idea where to even start with that. Installed Windows 10 Home and Processional just to try it. No luck.

I did a prime95 test an attached it below. This around 50 minutes. I noticed that the CPU Utilization is only at 22% but I though that was normal with the i7. Is this the issue? If so, how do I fix it. Thanks

Did you notice that your CPU only runs at .8 GHz (22% of its rated speed)? No wonder its performance is below expectations. Reset the BIOS to the default values to see if it helps. Could you download and install Intel XTU? Then enable all hardware monitors and run Prime95 again. Check how hot the cores are and if the CPU thermal throttles.

I tried resetting the bios and it doesn't seem to have fixed anything. I downloaded Extreme Tuning Utility and it does say that my CPU is thermal throttling. I though that only happens when temps get high. http://i.imgur.com/zpXSfeY.png

Just disconnected the AIO cooler and installed the stock cooler with the stock thermal paste on it. Same issue. I even disconnected the graphics card just to try it with the internal display graphics on the cpu and it's the same. Thinking it may just be a motherboad issue at this point.
