Slow PC After CPU Upgrade

So.. I just upgraded my CPU from i3-2100 @3.1 GHz to i5-3470 @3.2 GHz.
I turn my pc on and it's successfully booted. But when i start to do things it getting slower. Then I run my GTA V and it was RUBBISH! It can't even get to 10 fps. Then I check Task Manager and my CPU speed was 0.19 GHz - 0.22 GHz! It's slower than my i3! And I check Speccy and my CPU temperature was 102 degrees C! What should i do?? Help
My Specs:
GTX 1050 Ti
i5-3470 @3.2 GHz
8GB DDR3 1600MHz
2 HDD (1x 300GB, 1x 1TB)
Windows 8.1 64 bit
 
Did you update your bios before the change? Assuming your board is a 6* series board it didn't natively support your CPU. I've also seen widows not like CPU upgrades. If updating or resetting the bios don't fix it, and you check the temps and they aren't too high. I'd suggest reinstalling Windows.
 


How do I update my BIOS? My mobo is BIOSTAR H61MGV3 ver. 7.0
 


Go to the manufacturer website and find the mobo and find the latest bios and flash it to a flash drive and update it through the bios. Alternatively on some motherboards it will allow you to update it through the internet.
 
As @iemidget said it sounds like your cpu is to hot and just on idle mode. 98c isn't normal for an i5 3xxx cpu period. Make sure you get a decent cooler with new paste and set the correctly on the cpu. I just upgraded my i5 3350p to i7 7700k because of gta V. Flashing bios on those old boards can be a pain so have a usb drive ready. If everything sets out right I wouldn't expect for then 35-40 fps in GTA 5 with low setting. My i5 3xxx with gtx 970 struggled to keep up at 1080p and that was with 16gb of ram.

PS.. My old cooler on my 3350p was a cooler master EVO 12 and it worked flawless at 65-70c under heavy loads. Only issue was the crappy fans they use on them.
 


Mine struggled at times only because i ran on medium settings with max distance view. I avg'd 52-57fps until i started doing fast driving with quick turns or doughnuts then would drop into the 20's for a few seconds. He will have a harder time keeping higer fps as his gpu isn't as good as my 970 was.
