[SOLVED] Slow pc after refreshing Windows

First I was dealing with high CPU usage by all apps and programs. I spent a bit trying to figure out the problem, testing and trying many other possible solutions. Nothing worked, and the most likely cause seemed to be the latest Windows updates. So in case something had indeed gone wrong with the updates, I decided to try doing a refresh/repair of Windows through the ISO file so I could keep all of my apps and personal files.

It finished doing it last night and actually the processor seems to be doing better - but everything else is worse. The pc takes a lot of time opening and closing, most apps take a very long time opening and some won't open at all, or if they do, they don't answer. Searching for Windows updates takes a very long time. Doing an SFC scan found no corrupt files. An antivirus scan found nothing either.

I'm unsure what to do next or what might even be causing this, any suggestions?

Which version of Windows 10 are you on? With this latest platform from Microsoft, you're advised to always check and see if you have BIOS updates pending prior to performing any updates on the OS. With that being said, which version of Windows 10 are you working with? I'd advise on backing up all critical content and then reinstall the OS after creating the installer using Windows Media Creation Tools.

I was on the 1903 or 1909 version if I recall correctly, after the refresh I must be on the newest 2004. Can't confirm it currently though because it's being very slow again. Hadn't realized to check for the BIOS updates first as I'm kind of wary of doing anything with BIOS, as I'm not very informed about it.

I'll try to backup things and then do the reinstall. Should I this time wipe all the apps and/or personal files too?

EDIT// Nevermind, just got it working. It is indeed now on 2004, and the earlier one was 1909.
 
I have now tried doing the reinstallation as instructed. First time it started successfully but around 30-40% failed. I have tried starting the installation twice, with restarting the pc in between, and now it won't even start the process. It gives no error code, just tells that the installation failed and that I should restart the pc and try again.
