slow PC boot time after graphic card upgrade

It freezes for about 3 minutes at logo boot screen (BIOS release date and version, the first thing you see when you turn on the PC, before windows start booting), then it continues to boot normally doesn't report any issues.

new video card MSI GTX 970 4GD5T OC
ASRock Z63 Pro3

old graphics card was HD6850, that normally took 10-15 secs.

 


The BIOS firmware is the latest version.
I can't enter BIOS/UEFI setup. I get a screen of death with random colorful rectangles.

In Windows, the video card is running without any problems/hangups, displays normal performance

My PSU is low quality one. "Highpower 650HPC", gets loud under high GPU load, but otherwise works fine. The previous video card wasn't as power demanding and it made no such noise.

What might be causing the problem?
