Slow PC Processing Speed And Gaming speed Help please

I got rid of my old PC but damn i got new hardrive and now im using it for 1week. And my PC is so slow. My old was faster and my laptop is faster than this turtle. I have no idea what to do. My PC has plenty of space no cleaning needed (i hope) C disk 81gb free space out of 150gb D disc 103gb out of 314gb. I turned on my performance with ctrl alt delete and it shows this. Performance. My CPU usage 0% 4% when watching youtube. Memory 2,91. And resource monitor shows my memory. 45% Physical memory 2776mb in use 3224mb available disc activity 2mb/s. I don't see any problems here. But i still have bad feeling that this could be my hard drive but it just 1 week old. My old one lived for 8 years. My baidu anti virus couldn't find any viruses. And Anti malware didn't found any malwares either. I've done everything. Maybe i skipped something. Help would be appreciated. Loading skype, internet it takes 2mins 5mins

Windows 7 ultimate 64x And how do i test my HDD.?
 
Just check out which is the HDD manufacturer. Most the them have their own HDD testing tools on the website. I can't really recommend you a specific one. The results will show you a S.M.A.R.T report. Look for pending, reallocated, bad sectors. If the HDD is healthy though, the issue may be caused by something else.

My hard drive is Western Digital Blue 500gb. Im still trying to figure it out whats wrong with PC but right now i was able to fix just windows, internet speed and loading. But when i try to launch a game it always not responding. Im still stuck at the scan of my disc because it takes so long on advanced system care.
 
Check if your PC is in "Power Saver" mode.

Also, try installing a linux distro in a USB drive and use it. If problems persist, then it might not be the hard drive that is problematic, but some other hardware. If there are no problems, then it might be due to hard drive or the OS and other software.
