Slow PC when installed new motherboard

Hello, I have recently installed an Asus Z170 pro gaming motherboard and did a fresh installation of Windows 10 64bit and I have found that I pretty much cannot run any games, I have ensures all the drivers are up to date on the cpu, gpu and motherboard bios is up to date. I have installed the drivers off the disc for the motherboard and ever since I've used this motherboard my cpu has been at 100% ish running nothing but Windows and my disc usage is also at 100% my memory is around 60% also. Have I done something wrong in the bios maybe? I've also read about a slow mode switch on Asus motherboards but idk if it is on mine... Any help is much appreciated :)
 
Check which process is using your CPU the most.

Its only when I launch something such as league of legends etc. it spikes to 100% for like no reason? My disk usage is also at 100% due to the system which I don't think is right either. I have a I5 6600 and it used to run all these games without going over 60% on full settings. Now I cannot run games such as Skyrim on low settings without like 10fps... It is only the CPU that is the problem and in the Ai suite for my Asus pro gaming motherboard it says it is giving too much voltage to the CPU as it is in red. Need help asap :/
