FIXED UPDATE: Not too long ago I took apart my PC entirely to clean it of dust and anything else that could get in it. I took the heat sink off of my CPU and did not replace the thermal paste (although my PC was slow before I took it apart to clean it). A few days ago I ordered some thermal paste and replaced it and VUALA! My PC is running how it should.
Long story short: I replaced the thermal paste on the CPU and it fixed the performance problem.
Recently, my Western Digital Black 1TB HDD failed on my custom desktop PC. I purchased the same hard drive from Amazon and installed it and formatted it.
Prior to my old hard drive failing, I could run any game I have in my library easily, for this post I will be using CS:GO as my "test game". I used to run CS:GO easily around 200fps or so but since the failure and new hard drive, I can only run the game at around 10-20 FPS.
I have no clue what could be the issue, everything is running noticeably slower as well, not just a single game. I uninstalled almost all of the programs on my computer and then reinstalled graphics drivers and motherboard drivers.
Any help or suggestions are greatly appreciated.

Motherboard: MSI Z97 Gaming 5
GPU: NVIDIA Geforce GTX 960 4G
CPU: Intel i7-4790K @ 4.00GHz
RAM: 16GB DDR3
SSD: Samsung 850 Evo 250GB
HDD: WD Black 1TB
