I'm facing some performance issues with my PC, and I could use some advice or suggestions to troubleshoot the problem. Here's my hardware setup:
I've ensured that all the drivers are up to date, and I've also monitored the temperatures, which seem to be within reasonable limits. However, the CPU utilization sometimes spikes unexpectedly even during relatively lightweight tasks.

- GPU: ASUS ROG STRIX RTX 2080 Super Advanced

- RAM: KHX4000C19D4 - 64GB
- PSU: ROG-THOR-1200P
- Cooling: Custom Loop
- Ambient room air temps ~ 22C
- CPU temps - 46-49 on idle (inside the custom loop)
- Microsoft Windows 11 Professional (x64) Build 22621.2134 (22H2)

- Thermal Paste: I've reseated the CPU cooler and reapplied thermal paste to ensure proper cooling.
