Question Slow Performance with Intel Core i9-9960X CPU ?

Hey everyone,

I'm facing some performance issues with my PC, and I could use some advice or suggestions to troubleshoot the problem. Here's my hardware setup:

  • CPU: Intel Core i9-9960X
  • Motherboard: ASUS ROG RAMPAGE VI EXTREME OMEGA - BIOS 3701 2022/06/28
  • GPU: ASUS ROG STRIX RTX 2080 Super Advanced
  • Storage: Samsung SSD 970 PRO 1TB
  • RAM: KHX4000C19D4 - 64GB
  • PSU: ROG-THOR-1200P
  • Cooling: Custom Loop
  • Ambient room air temps ~ 22C
  • CPU temps - 46-49 on idle (inside the custom loop)
  • Microsoft Windows 11 Professional (x64) Build 22621.2134 (22H2)
Despite having what I believe to be a powerful configuration, I've been experiencing slow performance in various tasks. I expected the i9-9960X to handle tasks smoothly, but I'm noticing slowdowns during multitasking, gaming, and even general usage.

I've ensured that all the drivers are up to date, and I've also monitored the temperatures, which seem to be within reasonable limits. However, the CPU utilization sometimes spikes unexpectedly even during relatively lightweight tasks.

Here are a few things I've tried so far:
  • Checked for Background Processes: I've made sure there are no resource-heavy background processes running that could be causing the slowdown.
  • Power Settings: I've checked the power settings to make sure the CPU is not being throttled.
  • RAM Configuration: I've confirmed that my RAM is running at its rated speed and is properly seated.
  • Thermal Paste: I've reseated the CPU cooler and reapplied thermal paste to ensure proper cooling.
Despite these efforts, I'm still encountering performance issues. I'm wondering if there might be something I'm missing or if there's a specific setting I should be looking into. Could it be a BIOS setting that's affecting the CPU's performance?

Has anyone else experienced similar issues with an Intel Core i9-9960X or a similar setup? Any suggestions, tips, or insights would be greatly appreciated. I'm open to trying different troubleshooting steps to get to the bottom of this.

Powerful would be a relative term, in 2023, not so much but is relevant.

You forgot to mention the make and model of your PSU and it's age. BIOS version for your motherboard? How are you cooling that processor? Temps for your platform? Ambient room air temps? What OS are you working with?
