Slow Regular HDD Performance on Windows 10

Hi, I have newly upgraded my system and I have kept my original 3 harddisks (2 SSD and 1 HDD) with it. However, I found that the HDD is having very slow performance like only ~20MB/sec big file transfer rate, and take 1 minute to just open up a 2GB rar file.

Then I tried the followings:
1. Tried chkdsk without finding issues
2. SMART showing health normal
3. Swapped SATA cable and the same
4. Checked it is running at SATA3 6gbps in CrystalDisk Info
5. Checked BIOS using ACHI
6. Run Crystalmark and showing ~40MB/sec read and write

So I thought the harddisk is defective as it was used since 2011. Then I go online and bought a HGST 4TB Deskstar NAS 7200RPM HDD. But the issue still persists! The big file transfer speed is increased but can only go up to ~40MB/sec. With a new HDD like this, at least it should go above 90MB/sec.

I then further troubleshoot my system:
7. Checked all SATA drivers are up to date
8. Tried uninstalling Intel rapid storage driver and roll back to original MS driver but no luck
9. Crystalmark checked the speed of the other two SATA SSD showing expected 500MB+/sec speed
10. Crystalmark the HDD and showing ~40MB/sec read and 70MB/sec write
11. Swapped the SATA cable and SATA port used by one of the SSD to the HDD but still the same
12. All system temperature normal
13. Power well within PSU power envelope
14. Ensure writing cache is turned on for the HDD
15. Turned on the Optimize Drive windows service and make it Automatic but no luck

I am already running out of idea why this would happen. Would any experts be able to provide some insights? Below is my full system spec for reference:

OS: Windows 10 Pro 64-bit
CPU: i7 6700k @ 4.5GHz
MB: Asus Z170 Pro Gaming Aura (include 6 SATA3 port @ 6Gbps)
Memory: Gskill Ripjaw V DDR4 2 x 8GB @ 2667MHz
Graphics: MSI RX 480 Armor 8GB
PSU: EVGA Supernova G2 650W
SSD #1 (Primary): Samsung 850 EVO 512GB
SSD #2: OCZ Vertex 460A 256GB
HDD #3 (Original): HGST 2TB 7200RPM
HDD #4 (New): HGST 4TB Deskstar NAS 7200RPM
ROM: LG MultiDrive Blu Ray Burner

You may change for other Operating System Such as OSX(MAC), Unix or Linux for serious and strong jobs.

The management of resources in windows is dramatic.

Several examples (I also have to support windows because many of the tasks in offices and schools are captive by this OS) are transfers to hard disk or network performance.

In the industrial IT environment, even worse, because they are isolated intranets to some degree, and it gives many problems with the licenses, and with the time-synchronization.
