[SOLVED] Slow Samsung 860 Prog 1TB random read/write IOPs

Have a new Samsung SSD 860 Pro. I have been through every forum that I can find looking for a solution as to why I am getting only half of the anticipated random read and write IOPS. I have spoken with Samsung. No use. They indicated drive was bad. I sent it back to Amazon, got another and same thing. I am running a Dell Precision T1700, Windows 10 64-bit. The SATA cable is good and even replaced, swapped with know good from a system with an 840 Pro running full-speed. Done all of the multitude of things people suggest, many of which may not be required. It is in AHCI, latest Magician, indicating all is "Good". Trim on and 10% of Drive allocated. It must be something in a Windows setting. Could use some help, please. Thanks.

That Dell has some 6Gb/s SATA ports and some 3Gb/s ports. Be sure you have the SSD connected to a 6Gb port.
