So I bought an Aus TUF Gaming A15 with 8GB's of RAM. The problem is that is doesn't run on that frequency and latency what It could do. It runs on 3200(1600)Mhz and CL 22 what is really slow. There is no way in the bios to change the frequency and the latency. Is there any chance I can speed it up?

The reason you are having issues is you have two different types ddr4 memory and need to get a matching stick to the micron
