Question Slow speeds on a single device

Hey everyone, I'm getting super slow speeds on a single device and I can't seem to find the answer. I've narrowed it down a bit but I'm stumped.

It can't be the router or the provider because my phone gets the same speed wirelessly.
It can't be the wireless card because I get the same speed wired or not (new with two different cables)

I've updated everything, restart everything, run anti virus and malware, and checked even forum I can but I'm stumped. The upload speed is higher than the download and I'm very confused.

Any ideas would be amazing.

What is that "single device"? Hardware specs and OS?

One immediate thing to check is to be sure that only one network adapter (either wired or wireless) is enabled on that single device.

Not both adapters.

The computer is Dell (I've been hearing this can happen with Dell Laptops)

The OS is Windows 10 64 -bit
Version 1809
OS Build 17763.615

The Specs are:
Intel i3-7130U @ 2.7 GHz
8 GB of RAM
Intel HD Graphics 620
I can't seem to find the mother board or other items.

I tried disabling everything but the wired connection but I'm still getting only 10-15 for some reason even with a restart. This did start around the time I first plug in an ethernet cable so I'll explore that option for now.

My upload speed is fine and it's higher than my download speed. I'll keep seeing what I can do
