Slow speeds on one computer and fast speeds on another. (Wired connection)

Recently I've been struggling with incredibly sluggish speeds on my computer, averaging around as low as 0.5 MB/s up an down (tested on ISP's website and speedtest.net, i use Verizon FiOS), which is definitely odd given the fact that my roommate's computer is running at a solid 25 MB/s up and 20 down, which are the speeds that we pay for. I've tested this problem both on a wireless and wired connection and can't seem to find any solutions to my issues, just ways to ignore it. My computer sits probably around 15 feet away from my modem, same with my roommate. I'm thinking about contacting my ISP on this issue but I was wondering if I could receive any possible solutions (Although I understand how wide a range of issues this could boil down to).

What NIC is included in your system? Have you updated the firmware? Have you looked at what type of cable you are using or tested the connection with another cable?
