Slow start and low gaming performance on ryzen

When i start my pc for +15 seconds i don't have image on screen, and in gta 5 game locks somewhere between 45-55 fps (tried different settings same result).

Asrock x370 killer sli
Ryzen 7 1700
Corsair Vengeance LPX 16GB, DDR4, 3000 MHz (working at 2667)
GTX 1080 WINDFORCE OC
Thermaltake Smart 630W
Windows 10

well, whats the first image that does come up on the screen?
What if you play a game that isn't GTAV?
Do you have any hardware usage monitoring software you can check to see if the system isn't working hard or is getting stuck somewhere?
When you installed the drivers did you install them all at once in one go and then restart? trying to do them all at once can bork up Windows possibly cause oddness like this.
