Question Slow system AFTER windows restart

Windows 10
8 Gb of RAM
1T SSD (where windows is installed)
1T HDD
GPU Gtx 1060 6Gb
CPU i7 8th Gen
Task manager doesn't show anything, I did scans and disc checks. Looked at page faults jump every second from 30 to 100 in Performance Monitor but I didn't find anything bad
when using Process Explorer. I checked for malware before restarting but they didn't help. I've had this laptop for about a year and the SSD for less. So it isn't old. Help?

Did you have a Window update and then restarted?

Seems that proccesor maximum power was set to 10%, why? Idk, I've had this problem for a week and appeared out of nowhere. I'm glad I fixed I guess.
