Slow System Help

I'm having a few issues with a five year old custom built computer.

Intel Core i7-2600K CPU @ 3.40GHz
8.00 GB RAM
64 Bit Windows 10 Pro
AMD Radeon 7770

Basically I've not used this computer since December. I reinstalled Windows on it a few days ago and have had to reinstall twice more.
It's slow, some programs won't even open and have errors about missing parts even though I installed a few days ago.
Sometimes Windows won't even boot or let me login.

I'm not sure what the problem could be, can anybody help?

How do I check SMART data?
For some reason the internet won't connect, I've recently come home from University and using a different Ethernet. Wondering if that's broken. It's saying it's connected.

That hard drive is on the way out... You might be able to use Seagate tools to do a low-level format. I would recommend you work toward replacing that drive. This is a great opportunity to get a 250GB SSD. It will make your computer seem brand new again.

It could be. If the OS is hitting areas of the disk that have to retry several times to successfully read, then that will kill your performance. I can't say FOR SURE, but it is a good guess.
