Slow Transfer Rate

Hi,

I have currently purchased 2 internal drives 2TB, 5400 RPM, SATA 3 for my desktop. Both HDD have been partitioned into 2, 1TB partition each. I am surprisingly, experiencing a transfer rate of only 30 MB/s between partitions but 100MB/s between HDDs. What is causing my slow transfer rate between partitions? is 100 MB/s normal for SATA 3 transfer rate between HDDs?

When copying between partitions on the same drive the read/write heads have to thrash back and forth between partitions causing a slow down on throughput.

Also, throughput will be a little faster with 7200rpm drives.
