Slow UPLOAD speed using Ethernet

Hello fellow communities.

I seem to have a little problem with my Ethernet on my Asrock H97 Pro4 Motherboard. Its giving a a 9-10 mbps download speed and a 0.50-0.73 mbps upload speed while I'm running a speed test on my computer.. But when i plug the same Ethernet cable to another computer, the speed is quite stable and its giving me a 9-10 mbps download and upload speed.

I even run a speed test on WI-FI using my laptop and my phones and its giving the same 9-10 mbps download and upload speed. Except for my computer.

What is the problem here ? Should i buy a new Ethernet Card (Hopefully not) ? Or can this be solved?

While running the speed test, There's nothing else running that affects the band-with.

Do note i have installed Asrock xFast Lan and AsRock A-Tuning and Serviio (DLNA Server).
I have close this program while running Speedtest. and its still the same.

I would be glad to have some solutions from you guys.

EDIT: The Ethernet Cable is totally fine. Just letting you guys know. :) and installed the new Lan driver that is out on Asrock's website

If you have 2 pc you can try a old line mode testing tool called IPERF. It will test transfer speeds between your machines in your house eliminating the internet.

You could have a rare broken ethernet port but it is doubtful.
I would suspect a driver issue....especially if you have win 10. Maybe look for a driver from the ethernet chipset manufacture. Will likely be intel or reltec I suspect but it depends on the exact motherboard. Most time the ones from the motherboard manufacture are best but who knows.

I am not sure you can turn off the fast lan stuff. I would try to uninstall it. Killer has similar software and it causes massive issue like this but theirs is integrated into the driver.

This type of software is very deceptive. They imply that it will fix your internet latency. That is only true if this is the only machine using the internet it can have no effect on other machines. So if you only have your own machine then it can only affect the different things running on your machine. This is pretty much I am a dumb ass and run torrents and complain my game is slow. So instead of just not running dumb things when I try to play games I will load a magic program instead.

The problem has been solved.. I tried uninstalling the X Fast LAN and Run another speedtest. It's back to normal. Thank you very much!!
