I just finished building a PC with the following:

then installed windows 10 and some MSI drivers. The wifi connects but a speedtest shows that is downloads at around 75mbps but my phone on the same wifi from the same location downloads like 600+ mbps. When I plug in an ethernet, the cap is gone on the PC and the speed test shows 600+ mbps. That sounds like no wifi drivers but I already installed them so I am not sure what to do next.

Those type WIFI cards get shielded by the case. Your phone is held up in mid air. Crawl under your desk and put the phone where the antennas for the WIFI card are located. See what you get then.
