Slowdown and stuttering

My friend recommended me posting this issue here as it has stumped my go to people for tech support. I have been playing games with no problem however the computer started freezing up for 3 to 5 seconds then continues regularly. Eventually the issue would happen on my desktop and then I was unable to open files or windows because right clicking would give a white box with no options or the cursor would stay on the loading animation. Either the windows would go not responding or catch up and do the command i clicked on. I had this issue before and reinstalled windows and it seemed to fix it for awhile. As of right now, im installing windows8 (was using windows 10, dont have the win10 CD) this win8 install has been going for almost 8 hours now and all the steps seems to be taking way longer than usual. People trying to help have said its bad RAM or harddrive but i dont want to replace parts withoht a definitive answer or something i can fix with getting new parts.

Please do try these troubleshooting steps that may help.
- First is to try a clean install of Windows 10.

If the same problem will persist, I would suggest replacing the HDD of your PC that is causing the problem.
