Slowest I've Ever Seen

Hey guys (and girls) I'm kinda new to this site but I wanted to join while I started my first build. I'm actually having trouble right now with a build I finished (or so I thought), I'm only getting about 100 byte per second to 20kbs file transfer speeds and this happens on an SSD or HDD's even down to 5400rpm.
My hardware is:
i5 4670k at stock 3.4ghz CPU
MSI Z87 G43 Motherboard
Corsair H55 Cooler
G.Skill Ripjaws 1600 Ram
Corsair TX750 v2 PSU
Sentey Optimus GS-6000r Case

This has happened on Windows XP, 7, and 8 but I wanted to post it here because I will be using Windows 8 as my OS from now on. Any help is appreciated!

If It download speed,it the intel network software if you have a intel nic.
If it data from two drives your missing the intel chipset update software to install the newest chipset drivers.

Well I installed both, its the file transfer instead of download speeds, and it is a bit better. Still on the slow side to be honest but it seems to be getting a bit faster as it's run longer. There isn't even 5 hours on the CPU yet

CheCk in the bios that your Sata ports set to achi not raid or IDE. Try hdtune to check your system data speed.
