Small current leak when touching rear I/O

Today I was trying to connect my new monitor to the PC and while removing the old monitor DVI connector i felt a small amount of current going through my fingers as i touched the metal screws to unscrew it.
This is a bad sign, can someone throw some light what might be wrong?
Seems's to me to be some grounding issue, looking for a quick reply.

Solution
If the outlet isn't grounded then run a wire from the case to a ground.

So...one end of the wire.....strip it and attach it to a screw on the computer case. It can't be painted....it must be bare metal where you attach it.

The other end goes to a ground....like a metal pipe that goes into the ground.

I rechecked the stand offs, they are installed correctly and there's no loose part in the case.
My pc also Randomly Turns Off when Gaming but I thought it happened due to my CPU overheating, but now I think it could be due to this current leak ??
 
You need to make sure the case is grounded.
Here's how.
Shut the PC off but leave it plugged in.
You need a multimeter (they are cheap 10$)....set it to the resistance scale.
Put one lead on the case....put the other lead on a copper pipe or anything that you know is grounded.
The meter should go to zero or near zero ohms.....perhaps 0-5 ohms or so.
If it doesn't, your case isn't grounded.
This could be due to a bad power cord or a bad outlet.

Although i Dont have a meter but I can confirm the case isnt grounded for some reason.
The outlet is also not grounded because its at 5 ampere, the 15 ampere ones are grounded.
what is the possible solution?
