Question Small electric shock when touching backplate?

When I'm barefoot and I touch the back plate of my rx580, I feel a small shock. Really small - like static electricity.
Is that normal?
I checked the outlet and it is grounded ok.

When I probe the dark part of the backplate it's 1. backcplate
When I probe the copper part (set to 2000K) it fluctuates between 0 and 600. Ignore the last seconds, that's when I remove one of the probes ans stop the video.

Your PC was powered off and unplugged when you were making those measurements right? Probably a silly question, as I'm not sure how else you'd be able to probe the ground prong, but just to be sure...

And which part of the backplate is shocking you when you touch it? The dark part, the copper part, or both?
