Small game stuttering

Hi guy this is not urgent I on holiday so I can't do much but I still thought I'd ask I just built my pc a few days ago it's got a gtx 1080ti ,ryzen 1600,16gb ddr4 3200mhz ram evga supernova 650w ,b350 tomahawk form MSI for games I use a acer xb280hk 28" g-sync monitor. at all graphic setting there is stuttering I have a solid overclock at 4ghz on the CPU and an extra 70mhz on the GPU all temps under 60c mostly stuttering happens in open world games CPU usage under 65 percent and GPU at 90 percent FPS around 50 to 60 across most games when using the ultra preset all help welcome thanks.

When you are back home, try and see if the issues persist after you take the overclock off CPU + GPU.

That didn't work I already tried that I just dropped the fps

Ok ill try this again ,sorry i know it inconvenient that im not at my house and so troubleshooting is impossible, i just thought i would ask in case there was a bottle neck or something or it was a common problem with an easy fix.thanks though for your time.
