I want to build or buy a small low-noise budget PC for watching streaming on a full HD TV-set. The latter may be replaced at some point by a 4K set, so it would be good if the PC could have that covered.

Small: Preferably mini-ITX or less...

Low-noise: The less fan-noise, the better. It will be placed in a room with no other noise sources.

Budget: Max USD 500.

Any suggestions? Thanks.

Thanks, @Hellfire13. A friend has the same setup. Actually, I think it is exactly the same setup. Some coincidence... Anyway, that build has one problem; it makes a lot of noise. One reason may be that the processor fan is very close to the wall of the case. Moreover, the fan runs at full speed almost all the time, despite that the speed has been adjusted to "silent" in the BIOS. Except for the noise, the build is exactly what I am looking for. So I guess the question is how to reduce the noise (if possible).

Maybe, spend a little more and get a good quality aft cooler like this one...
