This is almost exactly what I'm currently building, his build was a month ago, he already had the parts laying around. The res/pump combo a week ago, I've been waiting 3 months for parts to become available, started planning/shopping 6 months ago.

That's a size 10 shoebox next to the case. Got that a month ago after a 2 month wait in customs. Got the pump/res 2 weeks ago, after 2½ month wait.

If traveling, AIO's are by far the best portable option. Nothing moves. Just tilt the case to set air and go. With any aircooler, all it takes is one good bounce and you'll be repasting the cpu, or buying a new...
When you say "luggage", does that mean you're flying with this case? Carry on luggage I hope. I wouldn't trust any computer in luggage thats touched by baggage handlers.

I wouldn't recommend buying a case with a tempered glass side panel that you plan on putting in luggage.

What's the rest of the system specs?

Are we going for minimum thickness (like the Silverstone ML04 @ 4.13") or just sticking with a "typical" mATX case (like the InWin 301)

Ah yeah carry on. But check in luggage would be fine too. I have a tecware tg m3 now and it's way too big. The rest of system spec is sapphire pulse rx 580, corsair cx550m, deepcool gammaxx400, ryzen 5 2600, asrock b450m pro4 and g skill aegis ddr4 3200mhz 8gb x 2.

Ok, then we need to know what websites you're shopping on so we can recommend something that's available and reasonably priced in your market. I generally use PCPartpicker since they have a decent number of countries to choose from, but the closest they have to you is the Philippines.

A budget range for the case would probably help also.

Don't get me wrong, the InWin 301 is about as compact as "traditional layout" mATX cases come. If you're looking for absolute smallest size, you probably won't do much better. I've expressed my reservations about tempered glass for your needs in my previous post, but it's your decision whether that's a risk you're willing to take. Tell us if you want tempered glass side panel, acrylic side panel, or no side panel.

Well the main websites here are shopee.com.my and lazada.com.my but aliexpress is okay too. I'm okay with any panel honestly as long as there is decent airflow

The inwin case does not look small enough to be brought in as a carry on.
To get a case small enough to carry with you on planes you would need an even smaller built system with an SFX style power supply and something using an ITX board not an matx. Something like this https://www.neweggbusiness.com/product/product.aspx?item=9b-11-352-059

RIP, but my brother is still rocking the Cooler Master Elite 360 for his HTPC case. 17.3"x5.8"x14.2", ATX mobo, ATX PSU, full height expansion slots (although not tall enough for the excessively tall GPUs these days).

That design should've been carried on though the years. Although I suppose the Thermaltake Core G3 is pretty much the same (17.9"x5.5"x14.6") for ATX mobos (technically, but you only get 2 expansion slots), and (understandably) requires an SFX PSU.

With any aircooler, all it takes is one good bounce and you'll be repasting the cpu, or buying a new board. Some of those coolers are heavy enough to flex the mobo, rip screws out, damage the socket, bend socket/cpu pins etc. Always dismount aircoolers for travel unless you have some decent, tight fitting padding to wedge in there to prevent jarring or bouncing.
