Small Microstutter while playing games

Okay so for a while, I have been getting a small microjutter while in games. It isn't completely obtrusive but it is pretty annoying. Every 1.5 seconds, you can see the game kind of skip a frame almost. It's very noticable while just spinning in a circle. I am wondering, is there a way to fix this? It affects me even when Vsync is on. Also, my framerate is not the issue, I get well above 60fps in most games.

I have an i5 3570k and an amd HD 7950.
