Small quiet (fanless if possible) machine Windows Server 2012 R2

I want to build a small quiet (fanless if possible) machine to act as an IKEv2 router on a Gigablast 1gbps symetric connection. All the small business routers I have tried cap upload and download speeds due to their weak CPUs. Winserver 2012 R2 is my choice. The machine would have no other purpose. What components would work for that?

I would like to keep is below $600 but the right solution is more important.

What size case do you want to put the parts in ?

Smallest possible but priority is quiet, performance and then size. Mouse, keyboard, USB, display and two PCI connected ethernet ports should be all that's required. One internal 128GB SSD should be more than enough persistent storage. 4GB of RAM should be plenty.

also what routers have you tried before ?

Most off-the-shelf small business routers do not support IkeV2. I have tried Cisco RV320 (very slow), TPLink TL-ER604W, Mikrotik RB2011UiAS and a couple of others. None of therm support IkeV2 and none could perform simple unencrypted NAT fast enough.

I have a prototype running on a Lenovo M93p (i7-478st) using 2012 R2 and a USB stick for the second port. It copies packets extremely well but the USB stick is not nearly reliable enough for my needs. An M93p would be perfect but you can't get one with two ethernet ports.

Cisco does not offer anything that supports IkeV2 for less than a couple of $K. IkeV2 is necessary for the most flexible connectivity to Azure.

Very small case
a quad core i5 with TDP of 65 watt for easier cooling
8 GB ram (they are pretty cheap)

Motherboard with 2 network lan ports , 1 intel lan 1 atheros lan
Please note that teaming is not supported , but I guess you can work with 2 different network chips together because you did 1 integrated and 1 usb network chip before .

If you want a network card with 2 ports of the same chip , there is some intel quality server cards for around 90$
and will go with a lower motherboard since you will not use the 2 ports on the motherboard .
and a bigger case to host that card .

The cooler is good for silent operation , it has an adapter for super silent operations with processors of 65 w TDP or lower
The 2x80mm case fans are extra fans , it is not required at all but helps making the CPU cooler slightly more quiet
Remember this is a 65w TDP processor , it's easier to cool than regular processors
I have searched for 45w TDP processors , but they are either :
Slightly weaker than the i7-4785T in terms of single core performance and much weaker in terms of multi-thread performance
or much expensive which will up the price above 600$ with same performance to 4690S
That being said , you may use the silent adapter if you found out the cooler noise is much which is probably will not be .
