Very small case
a quad core i5 with TDP of 65 watt for easier cooling
8 GB ram (they are pretty cheap)

Please note that teaming is not supported , but I guess you can work with 2 different network chips together because you did 1 integrated and 1 usb network chip before .

If you want a network card with 2 ports of the same chip , there is some intel quality server cards for around 90$
and will go with a lower motherboard since you will not use the 2 ports on the motherboard .
and a bigger case to host that card .

The cooler is good for silent operation , it has an adapter for super silent operations with processors of 65 w TDP or lower
The 2x80mm case fans are extra fans , it is not required at all but helps making the CPU cooler slightly more quiet
Remember this is a 65w TDP processor , it's easier to cool than regular processors
I have searched for 45w TDP processors , but they are either :
Slightly weaker than the i7-4785T in terms of single core performance and much weaker in terms of multi-thread performance
or much expensive which will up the price above 600$ with same performance to 4690S
That being said , you may use the silent adapter if you found out the cooler noise is much which is probably will not be .
