Doing a small upgrade to boost my airflow, ram, and power.

My knowledge of good RGB fans is very limited. I've got some cheap ones at the moment, and they don't seem to do a ton.
For context, the only thing getting hot in my PC is my single-fan graphics card. I can't afford to upgrade it at the moment, so I'm looking to boost everything around it if possible to help cooling.

Some questions I have are:
  • Should I go for RGB fans in my single-fan-hot-GPU situation? Are there good ones out there, as good as Noctua? I just want my case to glow pink, man.
  • Is my ram a good choice? I do heavy photoshop, drawing, modeling, etc. Looking for this to be the most important upgrade.
  • Will Noctua NH-U12S fit? My partner has a larger case, bought a DH-15 and it barely fit. I know they're different, but both seem to be larger than most. Trying to measure everything perfectly, though I'm not the best at visualizing.

Solution
  1. The cooler will fit.
  2. The ram is good. I would go for this one because of the extra MHz, but its not 100% necesarry ( https://pcpartpicker.com/product/zc...2-x-16-gb-ddr4-3600-memory-f4-3600c16d-32gvkc)
  3. I dont know why you are changing your psu since you are not changing ur gpu.
  4. The Aigo fans look solid, but they are either molex or 3 pin fans, if you can, i'd raise the budget to get this: https://pcpartpicker.com/product/8c...b-pro-52-cfm-120-mm-fans-3-pack-co-9050094-ww (1 on the rear, two on the front)

How much % of a difference do you think the Ripjaws would make? I'm not sure, in terms of a real example such as "you could open more chrome tabs faster", what more MHz would necessarily improve. (note: I don't plan on overclocking anything)

The PSU is a hand-me-down, so I'm throwing it in there in case I ever need it, like when the GPU market drops.

Thank you for the fans recommendation, I'm hesitant since every other slightly negative review mentions them being loud, have you had experience with them yourself?

The improved mhz will be noticable in gaming, by around 5 fps depending on the game. As i said above, its not a necessary improvement over 3200mhz, but with the given budget, why not.
You can set up your own fan curve and the fans will be silent.
