Small voltage zap from monitor and case screws?

Whenever I run my fingers on the back of my case or monitors, primarily on the screws for support when plugging in a cord or USB, I get a small constant voltage running through it? Really nothing super dangerous, just enough to feel a little zap and know it's there. I don't think it's anything to do with my rig and my internals at all because I have not overclocked anything or replaced any internals as of yet, I could understand maybe my case because I've opened it to dust the inside from time to time, but I've never tampered with my monitor at all. I have dual Sansui SLED2900s and both let out the same kind of voltage, and I have a Cooler Master Elite 431 Plus case.

It sounds like maybe your PSU is leaking to ground. And that your home's electrical system is improperly or not grounded.
